About This Calculator
Withholding Tax (WHT) is tax deducted at source by the person or business making a payment — such as dividends, interest, rent, royalties, or consultancy fees — before the recipient receives the money. The payer remits the deducted amount directly to the Zambia Revenue Authority (ZRA) on the recipient’s behalf. Standard Withholding Tax Rates
Most categories carry 15% for residents and 20% for non-residents, though a few categories have their own rate or only apply to non-residents.

Final Tax vs Tax Credit
For non-residents, withholding tax is generally a final tax — no further Zambian tax return is required on that income. For residents, WHT on dividends, interest, and rent is also final. However, resident WHT on management/consultancy fees and commissions is not final — it is credited against the recipient’s annual income tax liability rather than being the end of their tax obligation on that income.
Calculation Formula
Net Amount Paid = Gross Payment − Tax Withheld
Gross-Up: Gross Payment = Desired Net Amount ÷ (1 − WHT Rate)
Worked Example
WHT rate: 20%
Tax withheld: K100,000 × 20% = K20,000
Net amount paid to shareholder = K80,000
If the shareholder is from a treaty country like the UAE (5% treaty rate), tax withheld drops to K5,000, saving K15,000 — but this requires advance ZRA clearance.
Double Taxation Agreements (DTAs)
Zambia has DTAs with 23 countries that can reduce WHT rates on dividends, interest, and royalties below the standard domestic rates. For example, the Zambia-UAE treaty reduces all three to 5%, and the Zambia-Japan treaty reduces dividends to 0% for qualifying shareholdings. To claim a treaty rate, the recipient must hold a valid tax residency certificate and the payer must obtain advance clearance from ZRA before applying the reduced rate.
Tips for Payers and Recipients
- Always remit withheld tax to ZRA by the 14th of the month following the month the payment was made or income accrued, whichever is earlier
- Keep a withholding tax certificate for every deduction made — recipients need this as proof to claim a credit on their annual return where applicable
- If paying a non-resident from a treaty country, check the relevant DTA rate and apply for advance ZRA clearance before assuming the standard rate applies
- Don’t assume rental income WHT is automatic — it only applies where the Commissioner-General has designated specific tenants as withholding agents; otherwise landlords report rental income directly

Frequently Asked Questions
Does the recipient still need to file a tax return?
For non-residents, WHT is usually final and no further Zambian return is needed on that income. For residents, dividends, interest, and rent WHT are also final, but management/consultancy fees and commissions WHT must still be reflected on the annual income tax return as a credit.
Is rental income WHT automatic on every rent payment?
No. Rental WHT only applies where ZRA’s Commissioner-General has specifically designated certain tenants as withholding agents. Outside of that, landlords are still required to declare and pay tax on rental income through the normal income tax system.
Are mining company dividends taxed differently?
Yes. Dividends paid by companies carrying on mining operations are exempt from withholding tax (0% rate), and this exemption applies to both resident and non-resident shareholders.
What happens if a payer fails to withhold tax?
The payer can be held personally liable for the tax that should have been withheld, plus penalties and interest, even though the recipient already received the full payment.
Is this calculator official?
No. This is an independent estimation tool based on standard domestic WHT rates. Treaty rates, exemptions, and rate changes are not automatically reflected, so always confirm the applicable rate with the Zambia Revenue Authority or a registered tax practitioner before remitting.
